Founded and owned by Crystal Collins and Dustin Collins, Optima Transitional believes that every person deserves a second chance and the opportunity to thrive. We foster dignity, independence, and self-sufficiency through evidence-based reentry housing and wrap-around support services that align with the highest ethical and operational standards set forth by the California Department of Health Care Services (DHCS).

Optima Transitional is guided by a leadership team with deep expertise in recovery housing, behavioral health, and operational excellence. Our co-founders combine decades of professional experience with a personal commitment to creating transformative pathways for individuals rebuilding their lives. Together, they have built an organization that balances compassionate care with rigorous compliance and sustainable growth.

Mrs. Collins serves as the Chief Executive Officer of Optima Transitional, bringing over 15 years of experience in recovery housing, program management, and community-based support services. A Certified Alcohol and Drug Counselor with a Bachelor’s degree in Psychology, she is currently pursuing her Master’s in Marriage and Family Therapy to further strengthen her expertise in supporting individuals and families in recovery.
Under her leadership, Optima Transitional has grown into a leading provider of structured sober living and transitional housing across Southern California. Her strategic focus on quality care, compliance, and community partnerships has enabled the organization to expand its housing network and improve outcomes for clients transitioning toward independent living.
In addition to her executive role, Mrs. Collins directs community outreach through the Optima Foundation, coordinating initiatives such as Toys for Tots and other charitable programs that promote hope, connection, and resilience within the recovery community

Mr. Collins serves as the Director of Operations and Co-Owner of Optima Transitional, bringing over 15 years of construction management, safety compliance, and operational leadership to the organization. With extensive experience in large-scale government and institutional projects, he has translated his technical expertise into developing safe, compliant, and growth-oriented recovery housing environments across Southern California.
Under his operational leadership, Optima Transitional has expanded from three owned properties to a network of seven facilities serving San Bernardino and San Diego Counties, with strategic plans to reach ten locations within five years. Mr. Collins oversees daily operations, staff supervision, resident intake processes, and regulatory compliance with DHCS standards. His background in construction and property management enables him to direct capital improvement projects and ensure all facilities meet habitability and safety requirements.
Prior to co-founding Optima Transitional, Mr. Collins served as Associate Project Manager and Quality Control & Safety Manager at CEG Solutions, where he managed multi-phase projects for NASA, the U.S. Army Corps of Engineers, and other federal clients. He holds multiple certifications including OSHA-30, U.S. Army Corps of Engineers CQM, and NFPA 70 Electrical Safety. His commitment to evidence-based practices and trauma-informed care drives his approach to creating structured environments that foster long-term recovery, housing stability, and successful community reintegration.
